Good Morning Beam Park Residents,

We would like to take a moment to clarify what is considered Anti-Social Behaviour (ASB) and what is not, as we understand that not all disturbances or annoyances fall under this category.

✅ What is considered Anti-Social Behaviour (ASB)?

ASB is behaviour that causes harassment, alarm, or distress to others. This includes:

Threatening, aggressive, or abusive behaviour

Harassment, intimidation, or verbal abuse

Persistent loud noise at unreasonable hours (e.g., late-night parties)

Vandalism or damage to property

Drug use or dealing

Groups causing disorder, fighting, or public disturbances

Fly-tipping or deliberate littering

Dangerous use of vehicles (e.g., reckless riding/driving in communal areas)

👉 These issues should be reported.

❌ What is not usually considered ASB?

Everyday living can create noise or inconvenience, but this does not necessarily make it ASB. Examples include:

Children playing (including in communal areas)

Babies crying

Normal household noise (e.g., walking, doors closing, appliances)

Occasional DIY or maintenance work during reasonable hours

Neighbour disputes over lifestyle differences (e.g., cooking smells, parking disagreements unless abusive)

One-off parties or gatherings that are not persistent or extreme

👉 These are generally considered normal day-to-day living and do not require formal reporting unless they become persistent, excessive, or escalate.

⚖️ When should you report something?

You should report an issue when:

It is persistent or repeated

It causes serious distress, alarm, or fear

It involves aggressive, threatening, or criminal behaviour

🤝 Working together as a community

We encourage residents to:

Be considerate of neighbours at all times

Try to resolve minor issues politely where appropriate

Use official reporting channels for genuine ASB concerns

By understanding the difference, we can ensure that serious issues are addressed promptly while maintaining a respectful and supportive community for everyone.
